Sugino is 100% Korean. Her father is Zainichi Korean and her mother traveled to Hiroshima on her own for marriage. Her mother arrived speaking no Japanese and she had no Japanese friends, so much of her focus was spent on maintaining a very strict education schedule for her daughter.
During college, Sugino traveled to Korea to study the Korean language and learn more about her heritage. Two months after her arrival, she auditioned and got her first film role.
After returning home, she continued acting and began feeling as though acting in Japan was too much of a passive job to suit her. Because of this, she became interested in producing and was given the opportunity to produce a film by Malaysian film director Yasmin Ahmad alongside Kosuke Ono
