Plot
The film revolves around a “Hospitality Division” which was established to help promote tourism in Kochi Prefecture. However, the officials who make up the division never seem to come up with innovative ideas because they’re afraid of rocking the boat. One young staff member doesn’t have that problem, though. Kakemizu decides to appoint sharp-tongued local novelist Kyosuke Yoshikado as a special envoy for Kochi tourism, much to the chagrin of his co-workers.
Soon, Kakemizu and a part-timer named Myojin seek out advice from a former employee who was fired for his own innovative ideas. Unfortunately, his daughter Sawa still holds a grudge against the Hospitality Division and wants nothing to do with them.
