Reiji Kikukawa is an underachieving cop with a strong sense of justice. Under the pretense of being fired from the police force, Kikukawa is given a secret mission to infiltrate the Sukiya-kai yakuza syndicate in order to arrest their boss, Shuho Todoroki.

Reiji quickly becomes a favorite underling of Masaya “Crazy Papillion” Hiura, lieutenant of the Sukiyakai-affiliated Akogi-gumi gang. When tensions ramp up between Sukiya-kai and their rivals, the Hachinosu-kai, Reiji gets caught up in a series of increasingly bizarre and dangerous situations.
